2015 IPHC Annual Meeting

The Ninety-First Annual Meeting of the International Pacific Halibut Commission will be held from Monday, January 26 through Friday, January 30, 2015 at the Vancouver Marriott Pinnacle Downtown Hotel in Vancouver, British Columbia. This year’s meeting is scheduled to open on Monday with presentations on the fishery, the 2014 stock assessment, and the harvest decision table, and conclude on Friday with Commission approval of catch limits and regulations. All public sessions and administrative sessions will be open to the public. These open sessions will also be webcast.

The block of rooms at the Vancouver Marriott Pinnacle Downtown Hotel, reserved for Annual Meeting attendees, has now been filled.  Alternate accommodations may be found at the Renaissance Vancouver Harbourside (across the street), the Coast Coal Harbour (< a block west), the Hyatt Regency (3-4 blocks away), the Days Inn (2 blocks east), or the Executive Hotel Le Soliel (2-3 blocks away), among other fine establishments in Vancouver.

2014 IPHC Annual Meeting

The Ninetieth Annual Meeting of the International Pacific Halibut Commission was held from Monday, January 13 through Friday, January 17, 2014 at the Grand Hyatt Seattle in Seattle, Washington.


2013 IPHC Annual Meeting

The Eighty-Ninth Annual Meeting of the International Pacific Halibut Commission was held from Monday, January 21 through Friday, January 25, 2013 at The Fairmont Empress in Victoria, BC.

Update on Items from the 2012 Commission Annual Meeting

Performance Review

The findings and recommendations from the Performance Review, conducted by CONCUR Inc, were presented in a webcast in May 2012 (see the Performance Review page on the IPHC website: (http://www.iphc.int/meetings-and-events/review.html). The Commission initiated a public comment period, ending June 30, and the public comments received are posted on the Performance Review page. All feedback will be further considered at a Commissioner-led, internal work meeting being held in late September 2012. The Commission will develop proposed responses to the recommendations for its Interim Meeting (November 28-29), and action plans will be finalized at the Commission’s Annual Meeting in Victoria BC (January 22-25, 2013).

Science and Assessment Strategic Planning

The Commission held a science and assessment strategic planning meeting in May 2012, following the presentation of the results of the Performance Review. This meeting identified four areas of priority science-related activity for the Commission and its staff: peer review of the existing stock assessment, development of a long-term peer review process for stock assessments, development of a five-year research plan, and development of a public engagement strategy for the Commission’s Management Strategy Evaluation. The Commission will further review and consider next steps for all four of these elements at its work meeting in September. The review of the Commission’s existing stock assessment will occur in October and will utilize a small bi-national work team, with IPHC scientists. Subsequent peer reviews will involve public participation.

Bycatch Estimates and Recreational Fishery Release Mortality Data

The Commission’s Halibut Bycatch Work Group, supported by a Commissioner-engaged Project Team, is working on next steps to address bycatch issues. They are working collaboratively with domestic agencies to update estimates of bycatch mortality in non-halibut fisheries with no observer monitoring and continuing work to identify measures to reduce bycatch mortality in non-target fisheries. Several estimates currently used have not been updated recently and the Commission is working to improve this estimation. This work is also building on the joint IPHC-North Pacific Fishery Management Council workshop in April, 2012, which identified many areas of further work including halibut migration studies and alternative bycatch management approaches.

In addition, the Commission has contacted domestic agencies to initiate the estimation of release mortality occurring in recreational fisheries. The increasing proportion of total removals accounted for by recreational fisheries, the magnitude of releases of sport-caught fish in some areas, and the lack of accounting for such release mortality in the halibut stock assessment has prompted the Commission to solicit estimates of this mortality from the involved agencies.
